DISCUSSION
The City of Long Beach provides training for Fire personnel in approved health care programs requiring clinical experience including, but not limited to, Emergency Medical Technician (EMT)-Basic and EMT-P paramedic training. Dignity Health, a California nonprofit public benefit corporation, doing business as St. Mary Medical Center (St. Mary Medical Center), has facilities suitable for the clinical training needs of these health care programs. In March 2002, the City entered into a formal affiliation agreement with St. Mary Medical Center. The previous agreement expired on March 17, 2012 and the City wishes to execute a new agreement to continue this vital affiliation.

The purpose of the affiliation agreement is to clearly state the goals and objectives of the training program and to properly indemnify both parties. The City has had a similar affiliation agreement with Long Beach Memorial Medical Center.

City Council approval is being requested to authorize the City Manager to execute an education affiliation agreement with Dignity Health, a California nonprofit public benefit corporation, doing business as St. Mary Medical Center, for a period of five years with the option of executing additional amendments for the purpose of extending the Agreement.

This matter was reviewed by Deputy City Attorney Kendra Carney on September 15, 2014 and Budget Operations Officer Grace Yoon on September 16, 2014.
