DISCUSSION
The County inspects the City’s National Bridge Inventory bridges per an agreement with the California Department of Transportation (CDOT). Each State is required to perform these inspections as set forth in Title 23, Part 650 of Subpart C of the Code of Federal Regulations, National Bridge Inspection Standards. The inspections are on a biennial cycle, and the County reports condition findings and ratings to CDOT through the Pontes Bridge Management System. Bridges included in the inspection inventory are those greater than 20 feet long and carry or cross a public roadway.

There are approximately 250 roadway bridges in the City, of which 103 are owned by the State. The City is responsible for the operation, maintenance, repair or replacement of the remaining 147 bridges as necessary. The County has determined that 73 of the City’s 147 bridges are in need of repairs and are eligible for a federal transportation funding program known as the Bridge Preventive Maintenance Program (BPMP) administered by the County. The Public Works Department (PW) is responsible for 57 of these bridges. The Harbor Department will be responsible for 16 deficient bridges in the Harbor District. A separate cooperative agreement will be prepared between the County and the Board of Harbor Commissioners for funding the repair of bridges in the Harbor District.
