DISCUSSION
The City of Long Beach Department of Health and Human Services (DHHS), Homeless Services Division, oversees the Multi-Service Center (MSC), which serves as the centralized intake and assessment center for homeless services city-wide. In addition to the DHHS, twelve social service agencies occupy office space at the MSC to provide critical resources and housing linkages to Long Beach residents experiencing homelessness. Agencies utilizing space at the MSC are required to be non-profit or government agencies, and address a critical need at the local level. All agencies must meet City insurance requirements. As per City requirements, the occupant agencies must execute a Facility Use Permit (FUP) with the City.
The FUPs will be for an initial term of five years and extended at the end of the term upon a determination by the City that the permittees have fully complied with the terms and conditions of the Permits and are otherwise in good standing with the City.
Current FUP’s for agencies operating at the MSC ended on June 30, 2014 and renewals were on hold pending completion of the MSC Modernization in October 2014. The following agencies will be issued FUPs:
