TITLE
Recommendation to confirm the nomination of Councilmember Roberto Uranga as the City of Long Beach appointee to the South Coast Air Quality Management District Governing Board, Western Region.
 
DISCUSSION
The City of Long Beach is a leader in environmental stewardship as demonstrated by the formation of the Office of Sustainability and the Harbor Department's Green Port Policy. Furthermore, the Mayoral Transition Team recently recommended that, "We need to reaffirm this goal [of making the Port the greenest port in the world] and continue this partnership with our residents, especially Westside residents." This is a commendable goal as the Westside residents of the 7th District are impacted by air quality and environmental justice issues by virtue of its proximity to the Port of Long Beach, 1-710 and 1- 405 freeways, airport flight path and oil refineries on the western boundary of the City of Long Beach. It is with the goal of furthering the City's commitment to sustainability throughout the region that I seek the City Council's support to represent the Western Region on the SCAQMD Governing Board.
 
The SCAQMD is the air pollution control agency for all of Orange County and the urban portions of Los Angeles, Riverside and San Bernardino counties. The SCAQMD is responsible for controlling emissions primarily from stationary (e.g. large power plants and refineries to the corner gas station) and mobile (e.g. cars, trucks and buses, construction equipment, ships, trains and airplanes) sources of air pollution.
 
TIMING CONSIDERATIONS
This action is requested in anticipation of the City Selection Committee's scheduled meeting on Wednesday, September 24 to elect the SCAQMD Governing Board, Western Region Representative.
 
FISCAL IMPACT
There is no significant fiscal impact associated with this City Council action.
 
SUGGESTED ACTION
Approve recommendation.
