Recommendation to authorize City Manager to execute an amendment to Contract No. 33340 with Flatiron Electric Group (Flatiron) to modernize three intersections, incorporating advanced communication and control systems, new signal equipment, and improved lighting, increasing the amount by $525,000, for a total revised contract amount not to exceed $2,458,010. (Districts 2,3)

DISCUSSION
On September 10, 2013, the City Council authorized the City Manager to enter into a contract with Flatiron (Contract No. 33340) for Communication Systems, Closed Circuit Television (CCTV) Camera Systems and Adaptive Traffic Control System (ATCS) Integration on Ocean Boulevard. This project was for an estimated amount of $1,680,878, plus a 15 percent contingency of $252,132, for a total contract amount not to exceed $1,933,010. Due to cost savings realized through the contracting process, grant funds for this project from the Los Angeles County Metropolitan Transportation Authority (METRO) are still available to modernize three additional older traffic signals along Ocean Boulevard located at Junipero Avenue, Cherry Avenue, and Temple Avenue. These traffic signals are all over 50 years in age and are in need of modernization to improve operational reliability, traffic flow, and safety. Approval of this additional work will allow the City to utilize the available METRO grant funds for the project.

This matter was reviewed by Deputy City Attorney Amy R. Webber on August 12, 2014 and by Budget Management Officer Victoria Bell on August 26, 2014.

SUSTAINABILITY

By approving this recommendation, it is anticipated that vehicle delays at the three intersections to be modernized, will decrease by 10 percent and accident frequency will also decline. Considering that 36,000 vehicles travel along the Ocean Boulevard corridor each day, the reduction in vehicle emissions from the project is expected to be significant.
