TITLE
Recommendation to authorize City Manager to execute all necessary documents to enter into a Memorandum of Understanding (MOU) with the County of Los Angeles for Governor George Deukmejian Courthouse lockup operations.  (District 1)
 
DISCUSSION
The Los Angeles County Sheriff Department (LASD) and the Long Beach Police Department (PD) work together to ensure care and custody of inmates while awaiting arraignment.  In the former Long Beach Courthouse, PD waited with inmates in the public areas of the Courthouse, because the LASD lockup was too small to accommodate PD inmates.  In the new Governor George Deukmejian Courthouse, the lockup area is large enough to accommodate PD inmates until they are remanded to LASD or returned to the PD jail for release.
 
The MOU defines the framework and guidelines regarding custody, movement, property, medical treatment, etc., between the LASD and PD while in the Courthouse.  Staff is requesting City Council approval to enter into an MOU with LASD to ensure safe and secure Courthouse lockup operations.  All changes, modifications, or amendments to the MOU must be in the form of a written Amendment executed by both parties.
This matter was reviewed by Deputy City Attorney Kendra Carney and by Budget Management Officer Victoria Bell on August 26, 2014.  
   
TIMING CONSIDERATIONS
City Council action on this matter is requested on September 16, 2014, to address ongoing operations at the Courthouse.
 
FISCAL IMPACT
There is no additional cost to the City for this action.  Jail inmate transfer and lockup activities are budgeted in the General Fund (GF) in the Police Department (PD).  There is no local job impact associated with this recommendation.
