DISCUSSION
The Long Beach Gas and Oil Department (LBGO) is actively engaged in natural gas pipeline relocation work required for the construction of the Gerald Desmond Replacement Bridge. The Los Angeles River pipeline crossing at 6th Street is the last section of pipe to be installed to complete the project. The property on each side of the Los Angeles River, at this location, is owned by Union Pacific Railroad Company (UPRRC). The agreements for the existing pipeline crossings at these locations have been assigned, by UPRRC, to Strong Capital I Funding, LP, under license. The UPRRC property will be encroached upon by the installation of the pipeline across the Los Angeles River and will be accomplished by boring under the riverbed at 6th Street, which will result in significantly less maintenance than the old pipeline that was exposed and attached to a bridge, as well as continuity of gas pressure to the southern section of the city. The pipeline construction work to complete this relocation is part of Plans and Specifications No. G-301 authorized by the City Council at its meeting on February 12, 2013. The City will amend the existing pipeline crossing license agreement with Strong Capital I Funding, LP, to allow the City to install its pipeline across property owned by UPRRC. LBGO will be fully reimbursed by the Port of Long Beach.

In accordance with the California Environmental Quality Act, Categorical Exemption Number CE-31-12 has been issued for this project.
