DISCUSSION
The California State University at Long Beach (CSULB) approached the City with a request to install streetlights along CSULB's frontages on Bellflower Boulevard and Palo Verde Avenue. The project includes installation of approximately 45 new streetlight fixtures along these two streets. As part of a pilot program, these new streetlights will be of the LED type and will be the first such installation in the City.

The cost of this project is being shared with CSULB, Los Angeles County, and the City, each funding one-third of the total project cost.

City Council's adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently in order to expedite implementation of this project. The project was advertised for bid on March 7, 2008, and bids were opened on April 9, 2008.

This matter was reviewed by Deputy City Attorney Amy R. Burton on May 8, 2008 and by Budget Management Officer Victoria Bell on May 12, 2008. In accordance with the California Environmental Quality Act, a Categorical Exemption for this project has been filed.
