DISCUSSION
The pavement on Bellflower Boulevard between Spring Street and Wardlow Road is in need of rehabilitation. The rehabilitation work consists of replacing damaged curbs, gutters, and sidewalk, removing and replacing bituminous surfaces, cold milling, slurry seal, resurfacing the pavement, and installing new pavement markings, loop detectors, and a traffic signal interconnect system. A vicinity map of the area is attached.

City Council's adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently in order to expedite implementation of this project. The project was advertised for bid on March 7, 2008, and bids were opened on April 9, 2008. Information regarding Silvia Construction, Inc., is provided on the attached contract awards document.

This matter was reviewed by Deputy City Attorney Linda Trang on May 1, 2008 and by Budget Management Officer Victoria Bell on May 5, 2008. In accordance with the California Environmental Quality Act, Categorical Exemption No. CEP-213-04 has been issued for this project.
