TITLE
Recommendation to refer bicycling support measures to the Sustainable City Commission and the Transportation and Infrastructure Committee. The Commission and Committee should work with the City Manager, appropriate City Departments, Bikestation Long Beach, and the local bicycling community for study and recommendation back to the full City Council regarding implementation of bicycling support measures.

DISCUSSION
As the City of Long Beach continues to update its Bicycle Master Plan (BMP), we would like to request that additional measures be taken to support bicycling in Long Beach.

Bicycling is a significant and primary means of transportation for many people in Long Beach. The update of the Bicycle Master Plan is a crucial element in the effort to update the mobility element of the City's General Plan. The City of Long Beach is making significant improvements and additions to our bicycle infrastructure, including adding bicycle routes, bicycle racks, bicycle signage and markings, city employee bicycle sharing, improved website with comprehensive cycling information and more.

In an effort to support the thousands of bicyclists in the City with resources, information, programs, and education, we would like to propose the following:

1) Make bicycle licensing in the City of Long Beach easier 2) Increase City staff and resources devoted to bicycling issues 3) Improve education efforts for bicyclists to ride safely and for motorists to share the road safely 4) Significantly increase the number of bicycle parking opportunities in the City 5) Implement and support cost-effective events and programs to highlight and encourage bicycling in Long Beach

Funding for these proposals should be primarily derived from grants and appropriations from federal, state and local agencies, with minimal impact to the General Fund.

TIMING CONSIDERATIONS
None.

FISCAL IMPACT
None.

SUGGESTED ACTION
Approve recommendation.

Respectfully Submitted,

Bonnie Lowenthal, V...
