TITLE
Recommendation to request City Manager or designee to accept the sidewalk grant of easement deeds for sidewalk widening along Long Beach Boulevard between Mountain View Street and the Los Angeles River. (District 8)
DISCUSSION
As part of the Redevelopment Agency's (Agency) plan to revitalize the Long Beach Boulevard Corridor in Virginia Village between Mountain View Street and the Los Angeles River (Exhibit A - Site Map), the Agency plans to implement facade and streetscape improvements, including street trees, pedestrian lighting, bus shelters, benches, decorative crosswalks, and sidewalk improvements.
The existing sidewalk right-of-way along this portion of Long Beach Boulevard is only five feet wide; however, there is an additional five feet of private paved sidewalk that could be dedicated as a sidewalk easement. The resulting ten feet of public right-of-way could accommodate the desired improvements and still maintain ADA-required access. Any repairs required to bring the sidewalks to good condition will be funded through the Agency.
Sidewalk grant of easement deeds are being executed by property owners to dedicate the additional five feet of right-of-way needed for public sidewalk use at no cost to the City. In order to move forward with streetscape improvements, the Agency requests that the City Council accept the additional five feet of right-of-way.
This letter was reviewed by Principal Deputy City Attorney Charles Parkin on March 20, 2008, and Budget Management Officer Victoria Bell on April 3, 2008. In conformance with the California Environmental Quality Act, Categorical Exemption No. CEP 37-08 was issued for this project.
TIMING CONSIDERATIONS
City Council action is requested on April 22, 2008, in order to proceed with streetscape improvements.
FISCAL IMPACT
