TITLE

DISCUSSION
 
On June 20, 2006, the City Council authorized the City Manager to execute the fourth amendment to the Memorandum of Understanding (MOU), and all subsequent amendments between the City of Long Beach and the Los Angeles County Probation Department for the expansion of Long Beach Police Athletic League (PAL) and Explorer programs.
 
The Los Angeles County Probation Department has offered the Police Department an additional $40,000 for use during FY08 in the sixth amendment. The funding will be used as a pass-through to reimburse PAL, a 501 (c)(3) non-profit organization, for the purchase of athletic equipment, implementation of a summer school education assistance program and sporting activities. To utilize these funds, an appropriation increase is requested.
 
This matter was reviewed by Principal Deputy City Attorney Charles Parkin on April 9, 2008 and by Budget Management Officer Victoria Bell on April 11, 2008.
 
TIMING CONSIDERATIONS
City Council action is requested on April 22, 2008 to expedite reimbursement to PAL for funds expended.
 
FISCAL IMPACT
Proceeds from the Los Angeles County Probation Department will be deposited in the General Grants Fund (SR 120) and the Police Department (PO). An appropriation increase is required in order to forward the funding to PAL. There is no impact to the General Fund.
