TITLE
Recommendation to authorize City Manager to execute a renewal of an affiliate agreement and any future amendments with the California State University, Los Angeles for the provision of a nursing student fieldwork experience program at no cost to the City. (Citywide)

DISCUSSION
Since 1982 The Long Beach Department of Health and Human Services (Health Department) has provided the use of its clinical facilities for nursing student fieldwork with local colleges and universities. This arrangement is mutually beneficial, allowing the students to gain required field experience and providing the clinics with knowledgeable volunteer interns. The intern students are supervised by Health Department preceptors and the college or university's nursing program faculty members, and are required to comply with all applicable Health Department policies, procedures and regulations.

The California State University, Los Angeles (CSULA) nursing program wishes to renew the internship program with Health Department that is due to expire in May, 2008. The new agreement will remain in effect indefinitely or until terminated by either party. Students participating in the nursing internship program will not displace or replace any City employee in the course of their training. The program operates at no cost to the City, CSULA or the students. CSULA requires students participating in fieldwork programs to maintain their own professional liability insurance.

The Health Department has similar agreements with California State University, Long Beach, Long Beach City College, California State University, Dominguez Hills and California State University, Fullerton that have allowed hundreds of nursing students to gain experience over the last twenty years. Additionally, nursing program students who obtain field experience at the Health Department become qualified candidates for the nursing positions available in the City and at the Health Department upon graduation.
