DISCUSSION
On occasion, City staff requires the assistance of architects in designing various public facilities and community centers.  Timing is dependent upon available funding and budget cycles.  As such, the services of these firms is required on an as-needed basis.  
 
A Request for Qualifications (RFQ) process was conducted, in accordance with Administrative Regulation 8-4, "Selecting Professional Consultants," to secure these professional services.  The RFQ was distributed through the City's website.  Fourteen firms submitted proposals.  A selection committee comprised of City staff reviewed the submitted proposals, selected six firms to hold presentations and interviews, and chose the following three firms to provide as-needed architectural services based upon the firms' proposals, experience, success rates, references, and range of services:
 
·            Dougherty and Dougherty Architects
·      Sparano and Mooney Architects
·      Gonzalez and Goodale Architects
 
Additional information on the location and ownership of the firms is attached (Attachment A).  It is recommended that three-year as-needed service contracts be executed with these firms, with a maximum authorized amount of $800,000 each over the three-year period.  As individual projects are identified, specific scopes of work will be solicited.  
 
 
This matter was reviewed by Deputy City Attorney Gary J. Anderson on January 22, 2008, and Budget Management Officer Victoria Bell on January 25, 2008.
 
TIMING CONSIDERATIONS
City Council action is requested on February 12, 2008, in preparation for upcoming projects and budget cycles, and to ensure the availability of professional services for these opportunities.
 
FISCAL IMPACT
Sufficient funds to support these services will be budgeted in the Capital Projects Fund (CIP) in the Department of Parks, Recreation and Marine (PR) or the Department of Public Works (PW).  All work will be contingent on available funding.

Approve recommendation.
