TITLE
Recommendation to request City Manager to evaluate the feasibility of using refuse collection funds to pay for street sweeping services.

DISCUSSION
The City provides street debris removal services to residents so they can live, work, and visit in a safe and healthy city with clean streets. To that end, the Street Sweeping Division operated a fleet of twenty liquefied natural gas street sweepers as mandated by Southern California Air Quality Management District Rule 1186. The division also swept approximately 170,000 curb miles in FY 07, diverting 13,200 tons of debris from storm drains. In addition to sweeping beach parking lots five days a week, approximately 4,200 alley miles (or approximately 560 alleys) were swept in FY 07.

The City of Long Beach currently pays for street sweeping services out of the City's General Fund. However, several cities in California consider street sweeping services as part of their refuse collection operation, as street sweeping actually removes refuse and other debris from City streets. These cities utilize refuse collection funds to pay for street sweeping.
SUGGESTED ACTION
