TITLE
Recommendation to adopt resolution making certain findings regarding the construction of certain public improvements with North Long Beach Redevelopment Project Area Funds.  (District 8)
 
DISCUSSION
Redevelopment Agency (Agency) staff is working to address needed infrastructure improvements within the North Long Beach Redevelopment Project Area. Typical improvements include: library, park, police, fire and other public facilities; additional open space and open space improvements; public art; neighborhood, street and alley improvements; streetscape enhancements; and public parking. These improvements will facilitate the removal and elimination of blight, beautify corridors and spur economic revitalization in North Long Beach. Recently discussions have begun to address badly needed park improvements within Scherer Park.
 
Before the Agency may proceed with any improvements within Scherer Park (Exhibit A - Site Map), which is outside of the North Redevelopment Project Area, but adjacent to the Project Area, California Redevelopment Law requires the Agency to adopt a resolution making the following findings:
 
      > That the construction of such public improvements are of benefit to the
      redevelopment project area or the immediate neighborhood in which the public
      improvement project is located;
 
      > That no other reasonable means of financing the public improvements are
      available to the community; and
 
      > That the payment of Agency funds for the construction of the public
      improvements will assist in the elimination of one or more blighting conditions
      within the project area.
 
The attached resolution makes the necessary findings regarding the construction of public park improvements with redevelopment funds outside of but of benefit to the North Long Beach Redevelopment Project Area. The Agency approved the Resolution at their meeting on January 7, 2008. Additional Agency approvals and budget actions will be required before project construction may move forward.
 
This letter was reviewed by Assistant City Attorney Heather A. Mahood on December 18,2007, and Budget Management Officer Victoria Bell on January 2,2008.
 
TIMING CONSIDERATIONS
City Council action is requested on January 15, 2008, in order to facilitate project design and planning.
 
FISCAL IMPACT
Funding for project design is available in the Redevelopment Fund (RD). There is no fiscal impact on the General Fund (GP).

Approve recommendation.
