Title: Recommendation to request City Attorney to prepare an amendment to the City's parking ordinance that will regulate the parking of attached and unattached trailers in order to maintain and enhance the visual appearance of our community and to protect the public safety, and shall include the following provisions: · Trailers shall at all times be properly maintained and kept free of debris, mud and weeds. · Trailers shall at all times have appropriately secured weather-proofing covers. · In no instance shall a trailer be parked or stored where any portion of the trailer blocks or overhangs the sidewalk within the public right-of-way. · Trailers shall not be occupied for living purposes. Electrical hookups are prohibited except during loading and unloading or for the charging of batteries for no more than 48 consecutive hours per week. Sewer hookups are prohibited at all times. · Unattached trailers shall not be parked at any time on any residential street.

DISCUSSION
For the past several years, there has been an increase in the use of attached and unattached trailers by the residents of the City of Long Beach. For purposes of this discussion, a trailer shall be, as defined in Sections 630,625,636,242,324 and 550 of the California Vehicle Code. When unattached it shall be a trailer, which is left free standing, and is not attached, connected or joined to a motor vehicle.

The attached trailers when connected with motor vehicles take up great lengths of space making it sometimes impossible for other residents to park their own vehicles.
Many of these attached (and unattached) trailers are not kept neat and clean at all times. Some have spider webs, debris, excessive dirt, and weed accumulation on and under them, nor are they secured or weather proof. Sometimes rocks or bricks or other weighted items are used to secure weather-proofing covers used on these trailers.
