TITLE
Recommendation to authorize City Manager to execute the Third Amendment to Contract No. 28541 with Kimley-Horn & Associates, Inc., to increase the contract by $700,000 for a total cumulative contract amount of $2,200,000. (District 5)

DISCUSSION
The City Council awarded an as-needed airport planning, engineering, and architectural consulting services contract to Kimley-Horn & Associates, Inc., on August 19, 2003 (attached as Exhibit A). The action provided an initial contract amount of $750,000 for a three-year period and allowed one two-year extension. On November 1,2005, the City Council approved a First Amendment to the contract adding $750,000 due to the need for on-call engineering services to aid in capital project delivery (Exhibit B). This action brought the contract total to $1,500,000. Subsequently, in accordance with the original authorization, a Second Amendment was executed extending the term by two years to August 18, 2008. Staff is requesting additional contract authority of $700,000 for a total cumulative contract amount of $2,200,000. The requested additional contract amount will allow the continuation of ongoing and new capital improvement projects prior to the contract expiration date of August 18, 2008.

The proposed amendment was reviewed by Deputy City Attorney Lori A. Conway on October 4,2007, and by Budget Management Officer Victoria Bell on October 8,2007.

TIMING CONSIDERATIONS
City Council action is requested on October 16, 2007, to allow ongoing engineering services to proceed without interruption and allow for upcoming commencement of new projects. Such projects include but are not limited to the Pavement Management System Update, Taxiways K Rehab, Runway 12-30 Rehab As-Built, Taxiways A, B, D Rehab, Taxiways Hand F Rehab, Runway 25L Rehab, Taxiway L, C Rehab, Taxiway D Rehab, on-going Airspace Analysis and FAA liaison work.
