TITLE
Recommendation to authorize City Manager to execute a five-year Emergency Medical Technician-Paramedic Standing Field Treatment Protocol Agreement and any subsequent amendments with the County of Los Angeles.  (Citywide)
 
DISCUSSION
On November 12, 2002, the City Council approved Emergency Medical Technician-Paramedic Standing Field Treatment Protocol (SFTP) Agreement No. 28136 with the County of Los Angeles, which permits our Emergency Medical Technician-Paramedics (EMT-P) to provide patients with immediate treatment in the field. This agreement allows for more seamless and efficient services to patients, which otherwise would require EMT-Ps to obtain medical orders from a base station hospital, which can delay treatment in potentially life-threatening situations.
 
This past year, the County of Los Angeles Emergency Medical Services Agency reviewed and revised the prior agreement with representatives from all of the SFTP provider departments. This process allowed for the agreement to be updated to ensure its applicability to current conditions, policies and protocols specific to SFTPs.
 
The term of this agreement shall be five-years, with the option to renew for two additional one-year terms.
 
This matter was reviewed by Deputy City Attorney Gary Anderson on October 8, 2007 and by Budget Management Officer Victoria Bell on October 5, 2007.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on October 16, 2007 to facilitate processing the required agreement documents.
 
FISCAL IMPACT
There are no costs associated with this agreement.
