DISCUSSION
The city property at the end of 12th Place constitutes approximately 55 feet of the bluff and is bordered by private property on each side. The overall slope height is about 30 feet. The slope is retained by two aging timber walls covered by vegetation. The retained slope inclination is very steep, at one foot vertical rise for each foot horizontal extent (1:1), and would not be stable without a retaining structure. At the top of the slope, the sidewalk at 12th Place is beginning to be undermined, and there is other evidence of superficial slope failure, including undermining at the toe of the slope and erosion from the slope covering part of the roadway of Bluff Place. There exists a potential danger to the public should this retaining wall system not be replaced.

The Bluff Erosion Control Improvement at 12th Place will replace the failing retaining structure. The structure will consist of steel reinforced concrete piers with 6" x 6" treated wood lagging walls. At the toe of the reconstructed slope, a new concrete masonry unit (CMU) retaining wall with foundation will be constructed to replace the existing undermined toe. The road will then be recovered from beneath the failed slope toe and realigned and graded to its original public right-of-way dimensions. Finally, this retaining wall system will incorporate a vegetative cover to respond to community concerns.
