TITLE
Recommendation to authorize City Manager to execute all necessary agreements with the County of Los Angeles for a Homeless Veterans Re-integration Program in the amount of $500,000 for a period of one year, all sub-grant agreements and any subsequent amendments to the agreements and sub-grant agreements that change the terms, extend the time period or increase grant amounts; and increase appropriations in the Health Fund (SR 130) in the Department of Health and Human Services (HE) by $500,000. DISCUSSION
The County of Los Angeles has provided the City of Long Beach Department of Health and Human Services (Health Department) with a grant in the amount of $500,000, for a period of one year, for a Homeless Veterans Re-integration Program, that would help to stabilize the housing crisis for veterans in Long Beach.
These new funds will assist with newly homeless veterans returning from the war and will provide for specialized outreach to chronically homeless veterans currently living on the streets in Long Beach. The Veterans Re-integration Program will expand specialized outreach to homeless veterans in Long Beach and provide housing assistance and placement with in-home case management assistance for up to one year allowing for the veteran to stabilize in housing. Eligibility is subject to verification of veteran status. The Health Department will operate the Veterans Re-integration Program through the Health Department's Multi-Service Center (MSC) and Continuum of Care partner agencies. Partner agencies will become sub-grantees and will be monitored by the Health Department in accordance with the grant requirements.
Potential sub-grantees have been identified, based on their experience in working with homeless veterans. It is recommended that the following agencies receive funding in a total amount not to exceed $150,000, as noted below:
