TITLE
Recommendation to authorize City Manager to execute a second amendment to Agreement No. 29090 and all other necessary documents with the State of California Department of Health Services to claim reimbursement for allowable Medi-Cal Administrative Activities in the amount of $650,000 annually for the period of July 1, 2004 through June 30, 2009. (Citywide)

DISCUSSION
Since 1994, the City of Long Beach Department of Health and Human Services (Health Department) has received funding through a contract with the State of California Department of Health Services (State) for the performance of administrative activities related to the Medi-Cal Program. On January 18, 2005, the City Council approved the current agreement with the State of California for claiming reimbursement for allowable Medi-Cal administrative activities, such as outreach, facilitating application, nonemergency, non-medical transportation, program planning and policy development and administrative activities/targeted case management coordination and claims administration. Under the terms of the proposed amendment the Health Department will continue to be reimbursed for a portion of Health Department staff time to outreach and engage eligible clients in the Medi-Cal system. The amendment will extend the agreement for two more years through June 30,2009.

This matter was reviewed by Deputy City Attorney Lori A. Conway on July 26, 2007 and by Budget and Performance Management Bureau Manager David Wodynski on August 3,2007.


TIMING CONSIDERATIONS
City Council action on this matter is requested on August 14, 2007 as services under this agreement began on July 1, 2007.


FISCAL IMPACT
The amendment will increase the maximum amount of this agreement from $1,950,000 to $3,250,000 for the five (5) year period.
