TITLE
Recommendation to authorize City Manager to execute an amendment to Agreement No. 29891 between the City of Long Beach and Gensler Consulting for professional planning and facilitation services for the Schroeder Hall Army Reserve Center reuse for a period of six months (June 15, 2007 to December 15, 2007). (District 5)

DISCUSSION
On October 10, 2006, the City Council authorized Agreement No. 29891 between the City of Long Beach and Gensler Consulting for planning and facilitation services related to Schroeder Hall Army Reserve Center closure.

The most recent round of Base Realignment and Closures (BRAC) was unique in its large number of small urban reserve center closures. There was some ambiguity in the process and the application of certain BRAC guidelines designed for large military base closures. Staff sought clarity on these issues, but was forced to delay some reuse planning activities until clear policy direction from federal counterparts was obtained.

Due to the unforeseen delay, staff's timeline for completing the planning process was extended by several months. The delay and its effect on the project timeline has necessitated a term extension for the Gensler Agreement. The amount of the contract will remain unchanged.

Additionally, the Department of Defense's Office of Economic Adjustment will reimburse the City of Long Beach for this contract in the full original agreement amount of $99,100.

This report was reviewed by Assistant City Attorney Michael Mais on July 27, 2007 and Budget and Performance Management Bureau Manager David Wodynski on July 24, 2007.

TIMING CONSIDERATIONS
Consideration of this item is requested on August 14, 2007, to expeditiously proceed with the reuse planning efforts for the Schroeder Hall Army Reserve Center.

FISCAL IMPACT
There is no fiscal impact associated with this request. The amendment only extends the term of the contract to allow for the completion of the previously approved agreement.
