DISCUSSION
In 2004, the City's Department of Health and Human Services was awarded a $3 million grant from the U.S. Department of Housing and Urban Development (HUD). This year, the City has entered into annual contracts with Specialized Environmental, Inc., Vizion's West, Inc., Universal Abatement Services, Asbestos Instant Response, Inc., and Watson Painting Corporation to perform lead hazard control activities needed to meet the grant goals. The initial one-year period for these contracts was funded in the total amount (for all five contracts) of $500,000, with the option to renew for two additional one-year periods. This three-year grant is scheduled to conclude on September 29, 2007. In order to meet the grant objectives, the funding for lead hazard control activities must be increased from $500,000 to $1,153,942 for the current one-year period.

This grant allows the program to spend up to $1,386,222 of grant funded lead hazard control costs, without contract revision. In addition to the five active contracts listed above, the program has previously spent $232,280 in lead hazard control activities.
The remaining funding for the five active contracts is $1,153,942.

This matter was reviewed by Deputy City Attorney Lori A. Conway on May 1, 2007 and by Budget and Performance Management Bureau Manager David Wodynski on April 20,2007.

TIMING CONSIDERATIONS
City Council action is requested on June 5, 2007 in order to meet critical production schedules as determined by HUD grant requirements.
