TITLE
Recommendation to adopt resolution authorizing the application for the Thirteenth Cycle Used Motor Oil Block Grant and Implementation. (Citywide)

DISCUSSION
The California Integrated Waste Management Board (CIWMB) provides block grants to local jurisdictions to promote the collection and recycling of used motor oil and used motor oil filters. This will be the City's thirteenth Used Motor Oil Block Grant. The CIWMB requires a resolution of the City Council authorizing the grant application. The resolution also authorizes the City Manager, or designee, to execute all necessary documents to carry out the purposes of the grant received.

The State of California allocates funds to each jurisdiction annually. The grant period runs from July 1, 2007 through June 30, 2010. Grant amounts are calculated on a per capita basis from a fund of at least $10 million dollars.

The City uses these funds to promote used oil recycling through various advertising and media outlets such as: newspaper advertisements, video productions, brochures, refuse truck signs and unique giveaways distributed at Citywide events. This year, grant activities will continue to support these same efforts.

The resolution was prepared by Deputy City Attorney J. Charles Parkin who reviewed this letter on May 14, 2007, and by Budget and Performance Management Bureau Manager David Wodynski on May 14, 2007.

TIMING CONSIDERATIONS
City Council action on this matter is requested by May 22, 2007 in order to submit the grant application to CIWMB before the June 1, 2007 deadline.

FISCAL IMPACT
The City of Long Beach will receive approximately $132,000 to continue to fund motor oil recycling activities. The exact amount will not be known until July 2007. This amount will be deposited in the Refuse/Recycling Fund (EF 330) in the Department of Public Works (PW). Matching funds are not required.
