(Citywide)

DISCUSSION
As required by the County of Los Angeles (County), this action updates the 1998 City Council-adopted Youth Employment Plan (YEP) to include all construction projects that have been funded by the County 1992 and 1996 Proposition A funds (Proposition A). The original projects in the 1998 YEP included Cesar E. Chavez Park, Hudson Park, Admiral Kidd Park, Belmont Veterans Memorial Pier Improvements, Belmont Plaza Pool Rehabilitation, Play Equipment at Los Altos and Wardlow Parks, El Dorado Park Sports Field Improvements, and Rancho Los Cerritos Improvements. Since the adoption of the original YEP in 1998, the City of Long Beach (City) has been awarded a number of additional Proposition A project grants, and the County is now requiring that those projects be included in the updated YEP (Attachment). This update is required by the County in order to reimburse the City for work already performed on Proposition A-funded projects. The City’s youth employment goals required in the YEP were completed in 2004.

This matter was reviewed by Deputy City Attorney Kendra L. Carney on June 23, 2014, and by Budget Management Officer Victoria Bell on June 26, 2014.

TIMING CONSIDERATIONS
City Council action is requested on August 5, 2014, in order to allow for timely processing of grant reimbursement requests by the County of Los Angeles.

FISCAL IMPACT
The recommended action will enable the City to be reimbursed by the County for Proposition A-funded expenditures on all projects that are not currently included on the YEP. There is no impact to jobs associated with the recommended action.
