TITLE
Recommendation to authorize City Manager to execute an agreement with Martinez Architects, Inc., in an amount not to exceed $420,000, for design and engineering services for the California Recreation Center Teen Center Project, with an option to renew for one additional year at a cost not to exceed $50,000. DISCUSSION
The Department of Parks, Recreation and Marine (PRM) had previously been awarded a grant from the State of California for the California Recreation Center Teen Center Project. This project consists of a new 3,600 square foot teen center to better accommodate teen programs and services at California Recreation Center. In addition, the existing community center will be renovated to improve youth, adult, and senior programs. The services of an architectural firm is needed for the design and engineering of the project.

Martinez Architects, Inc. (MAl), was selected by a technical evaluation committee made up of representatives from PRM and the Department of Public Works through a competitive Request for Proposals (RFP) process, in accordance with Administrative Regulation 8-4, "Selecting Professional Consultants." MAl was recommended because of their expertise in the design of successful teen center projects. Nine firms responded to the RFP posted on the City's website. Four firms were interviewed for final consideration.

Martinez Architects, Inc., commenced work on the project under a previous agreement that has expired. The term of the new agreement will extend from May 15, 2007, to May 15, 2009, in order to complete the project. The new agreement also modifies the scope of work to provide additional architectural services related to the existing building at California Recreation Center.

This matter was reviewed by Deputy City Attorney Gary J. Anderson, on April 25, 2007, and Budget and Performance Management Bureau Manager David Wodynski on April 27, 2007.
