TITLE
Recommendation to authorize the acceptance and expenditure of the Click It or Ticket Program for Local Law Enforcement Agencies from the University of California, Berkeley Traffic Safety Center, with funding from the State of California Office of Traffic Safety, and increase appropriations in the General Grants Fund (SR 120) and in the Police Department (PD) by $89,998. (Citywide)
DISCUSSION
On March 5, 2007, the City of Long Beach (City) Police Department received Click It or Ticket Program funding for $89,998 from the University of California, Berkeley Traffic Safety Center (TSC) with funding from the State of California Office of Traffic Safety (OTS). The goal of the program is to increase seat belt use statewide to 93.7 percent by July 31, 2007. Through the combined efforts of state and local law enforcement, a seat belt enforcement campaign will be conducted for a twenty-one (21) day period, May 14June 3, 2007 in support of the National Click It or Ticket mobilization. Funds will be used for overtime during the enforcement.

TIMING CONSIDERATIONS
City Council action on this matter is requested on April 24, 2007, to expedite use of the grant funds.
FISCAL IMPACT
As the Click It or Ticket Program is currently unbudgeted, an appropriation increase in the General Grants Fund (SR 120) and the Police Department (PO) is included in the recommendation. The expense appropriation will be fully offset by grant revenues and the grant does not require matching funds. There is no impact to the General Fund.
