TITLE
Recommendation to authorize City Manager to execute an agreement with the Gateway Cities Council of Governments regarding the SR91/I-605/I-405 Major Corridor Study. (Citywide)

DISCUSSION
The Gateway Cities Council of Governments (COG) has approved the initiation of implementation agreements with impacted corridor cities to fund and govern the SR91/1605/1-405 Major Corridor Study. This Major Corridor Study (MCS) will address the transportation system deficiencies and potential solutions in southeast Los Angeles County.

The Gateway Cities COG has established a fund to finance certain planning and administrative aspects of the project, including the 91/605 Corridor Cities Committee, on which Councilmember Val Lerch currently sits, and the 91/605 Corridor Technical Advisory Committee which is represented by Public Works. To finance this fund, the COG proposes to assess the cities that choose to actively participate in the planning of improvements to the SR91/1-605/1-405 based on each entity's proportional share. As such, the City of Long Beach share has been set at $20,000 annually for an estimated three-year period.

This letter was reviewed by Deputy City Attorney Lori A. Conway on February 22,2007, and by Budget and Performance Management Bureau Manager David Wodynski on February 28, 2007.

TIMING CONSIDERATIONS
City Council action is requested on March 13, 2007 in order to allow the City to enter into an agreement with the Gateway Cities COG as it relates to the SR91/1-605/1-405 Major Corridor Study.

FISCAL IMPACT
The total cost of the City's participation in the SR91/1-605/1-405 Major Corridor Study is $20,000 per year for approximately three years. Sufficient funds are budgeted in the Capital Projects Fund (CP201) in the Department of Public Works (PW) to support the City's share. The funding source is the Transportation Mitigation Program (TMP).
