TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive, accept and expend grant funding from the State of California Citizens Option for Public Safety Program funding from the County of Los Angeles Supplemental Law Enforcement Services Fund; and increase appropriations in the General Grants Fund (SR) and in the Police Department (PD) by $954,044.  (Citywide)

DISCUSSION
On October 20, 2006, the City of Long Beach received a $954,044 grant from the State of California Citizens Option for Public Safety Program from the County of Los Angeles Supplemental Law Enforcement Services Fund (State COPS 07). Since Fiscal Year 1997, the City has received and utilized State COPS funding for front-line law enforcement efforts, including police overtime hours and equipment purchases.

This item was reviewed by Deputy City Attorney Gary Anderson and Budget and Performance Management Bureau Manager David Wodynski on February 22, 2007.

TIMING CONSIDERATIONS
City Council action on this matter is requested on March 6, 2007, to expedite use of the grant funds.

FISCAL IMPACT
As the State COPS 07 is currently unbudgeted, an appropriation increase is included in the recommendation. The expense appropriation will be fully offset by grant revenues and the grant does not require matching funds. Grant funds will be used to support overtime and front-line law enforcement. There is no impact to the General Fund.

SUGGESTED ACTION
Approve recommendation.
