TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend augmented grant funding from the State of California Governor's Office of Emergency Services Coverdell Forensic Sciences Improvement Program grant; and increase appropriations in the General Grants Fund (SR) and in the Police Department (PD) by $13,309.  (Citywide)

DISCUSSION
On October 24, 2006, the City Council authorized the City Manager to execute all necessary documents to receive and expend grant funding from the State of California Governor's Office of Emergency Services Coverdell Forensic Sciences Improvement Program (Coverdell 05 State) grant in the amount of $12,625.

On February 1, 2007, the City of Long Beach Police Department received an additional allocation of $13,309 under the 2006 Paul Coverdell Forensic Sciences Improvement Program. These funds are to augment the Coverdell 05 State grant. The purpose of the grant is to improve the quality and timeliness of forensic science services over current operations by allowing forensic staff to receive training and materials to maintain skillsets. .

This item was reviewed by Deputy City Attorney Richard Anthony and Budget and Performance Management Bureau Manager David Wodynski on February 22, 2007.

TIMING CONSIDERATIONS
City Council action on this matter is requested on March 6, 2007, to expedite use of the grant funds.

FISCAL IMPACT
As this portion of the Coverdell 06 State Grant is currently unbudgeted, an appropriation increase is included in the recommendation. The expense appropriation will be fully offset by grant revenues and the grant does not require matching funds. There is no impact to the General Fund.

SUGGESTED ACTION
Approve recommendation.
