TITLE

DISCUSSION
On February 10, 2006, the City of Long Beach (City) received notification from the California Office of Homeland Security of final approval for $291,000 in 2005 Buffer Zone Protection Program (BZPP) Grant funds. Through this program, the State of California will use grant funding for costs related to equipment, management and administration of protective actions aimed at protecting, securing and reducing the vulnerabilities of identified critical infrastructure and key resource sites.

The 2005 BZPP funds will be used to continue to augment the City's Homeland Security response capabilities through equipment and supply acquisition, security perimeter barriers and security video surveillance system equipment.

This item was reviewed by Deputy City Attorney Gary Anderson on February 7, 2007 and Budget and Performance Management Bureau Manager David Wodynski on February 8, 2007.

TIMING CONSIDERATIONS
City Council action is requested on February 20, 2007 to expedite use of the grant funds.

FISCAL IMPACT
As these grants are unbudgeted, appropriation increases are included in the recommendation. The expense appropriations will be fully offset by grant revenues and this grant does not require matching funds. There is no immediate impact to the General Fund; however, due to time delays between incurring expenditures and receiving revenues, it may be necessary for the General Fund to advance cash to cover grant-related expenses until reimbursement revenues are received.
