DISCUSSION
City Council approval is requested to enter into an agreement with Measurement Control Systems for the purchase of gas regulators and meters manufactured by Elster American. In order to uphold current standards maintained by the Long Beach Gas and Oil Department (LBGO), the Department has standardized its District regulators and Residential Meters. LBGO currently has parts, working knowledge of and ability to train personnel on the Elster American regulators for the purpose of the Department of Transportation (DOT) required annual service and maintenance. Switching to an alternate regulator would cost the City a sizable amount for the training and parts required to maintain the equipment.

In order for LBGO to maintain its committed service to its customer base, LBGO must purchase 6,000 residential meters over the next three years to replenish used stock of like meters. Due to LBGO's working knowledge of installation, repair and maintenance of Elster American regulators and meters, and the Department's desire to prevent unnecessary costs for training and parts, LBGO is requesting the purchase of Elster American regulators and meters from Measurement Control Systems without advertising for bids. Measurement Control Systems currently acts as the sole representative, to municipalities, for Elster American in Southern California.
