TITLE

DISCUSSION
In 2004, the City of Long Beach and McDonnell Douglas Corporation, a subsidiary of The Boeing Company, entered into a Development Agreement for the redevelopment of a 238acre parcel of land that was formerly an aircraft manufacturing plant. This 238-acre mixeduse project, known as Douglas Park (Project), represents a significant reinvestment in the community, and will require the involvement of multiple City departments over the next several years. The Department of Planning and Building's role in the ongoing implementation of the Project is to provide guidance on land use issues, consult with potential developers, perform site plan review, and ensure compliance with the terms and conditions of the overall Project zoning and entitlements.

To date, numerous staff hours have been spent on the review and approval of necessary infrastructure permits. The evidence of this activity is the continued demolition and remediation of the site and the commencement of storm drain improvements. As the Project moves forward with actual site development in the coming months, a significant increase in the workload of Planning staff is expected.

To provide expeditious processing of permits and approvals and any other actions required for the Project, the Department of Planning and Building proposes to contract with HogleIreland, Inc. to provide professional staffing for the entitlement process.
