TITLE

Recommendation to authorize City Manager to execute a three-year agreement with the County of Los Angeles for a sum of up to $500,000 per year to assist in the cost of removing debris from the Los Angeles River deposited on City beaches and marinas.  (Districts 2,3)

 

DISCUSSION

Since December 1984, the City of Long Beach and the County of Los Angeles have had a cooperative agreement (City Contract No. 29037; County Agreement No. 75185) for the removal of trash and debris emanating from the Los Angeles River (i.e., flood control maintenance). The most recent agreement, which provided the City with up to $500,000 per year in reimbursement for costs the City incurs due to the removal of trash and debris from city beaches and marinas, expired on June 30, 2006.

 

In a letter dated October 30, 2006, the County of Los Angeles expressed its intent to continue the $500,000 annual reimbursement amount for Fiscal Year 2007 through Fiscal Year 2009. This three-year term will provide the County additional time to evaluate the effectiveness of screens and other best management devices recently installed in its storm drain inlets. It is the County's goal to reduce the amount of trash and debris in the Los Angeles River by 10 percent each year. In an average year, Department of Parks, Recreation and Marine maintenance staff remove approximately 4,500 tons of debris from our beaches and marinas. It is estimated that 95 percent of this debris emanates from the Los Angeles River.

 

As the agreement has expired, a new three-year agreement has been developed. This agreement requires the approval of both the City Council and the County of Los Angeles Board of Supervisors.

 

This matter was reviewed by Deputy City Attorney Lisa Peskay Malmsten on November 16,2006, and Budget Management Officer David Wodynski on November 17, 2006.

 

TIMING CONSIDERATIONS

City Council action is requested on December 5, 2006, to allow staff to continue receiving reimbursement for costs incurred for the removal of debris from the City's beaches and marinas.

 

FISCAL IMPACT

Sufficient funding to support this program is currently budgeted in the Tidelands Operating Fund (TF) in the Department of Parks, Recreation and Marine (PR), and is fully offset by revenues provided through the County's reimbursement. There will be no impact on the General Fund.
