TITLE
Recommendation to adopt resolution authorizing City Manager to submit a grant application through the State Department of Boating and Waterways, in an amount not to exceed $400,000, for the replacement of Dock 8 in the Rainbow Marina; and to execute any documents necessary for the implementation and administration of the project at a total cost of approximately $800,000. (District 2)

DISCUSSION
The Department of Parks, Recreation and Marine (PRM) has identified a grant opportunity for funding of guest docks. The grant program is specifically developed for the installation or replacement of guest docks. Dock 8 in the Rainbow Marina, is used as a guest dock for vessels visiting the Shoreline Village, the Pike at Rainbow Harbor or other downtown establishments. It is currently in a state of disrepair, and needs to be replaced.

The resolution was prepared and the letter was reviewed by Principal Deputy City Attorney Charles Parkin on October 9, 2006, and Budget Management Officer David Wodynski on October 16, 2006.

TIMING CONSIDERATIONS
City Council action is requested on October 24, 2006, as the deadline to submit the application to the Department of Boating and Waterways in Sacramento is October 24, 2006.

FISCAL IMPACT
The total project is estimated to cost $800,000. The grant, if awarded, would provide up to 50 percent of the total cost, or $400,000. There are sufficient funds budgeted in the Tidelands operating Fund (TF) in the Department of Public Works (PW), Project 8340, to cover the remaining $400,000. If the grant is awarded, the Department will request City Council authorization to accept and appropriate the funds.
