TITLE

DISCUSSION
The Los Angeles County Department of Public Social Services (DPSS) enrolls eligible individuals and families into government-sponsored public assistance programs. Over the past ten years, DPSS has provided an onsite eligibility worker to provide enrollment services for Medi-Cal and other health programs at the City of Long Beach Department of Health and Human Services (DHHS). The DPSS assigns a trained eligibility worker three to four days a week at no charge to the City.
 
The Department of Health and Human Services provides the use of workspace and office facilities for the eligibility worker. During 2004-2005, approximately 500 applications, covering pregnancy, family health, aged and disabled conditions, were processed and approved through the onsite assistance of the DPSS eligibility worker. The program receives referrals from other clinics and programs serving the community. The agreement is in effect from the date the agreement is signed by the County for a term of one year, with annual optional one-year renewals thereafter.
 
This matter was reviewed by Deputy City Attorney Lori A. Conway on October 5, 2006 and Budget Management Officer David Wodynski on October 6, 2006.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on October 10, 2006 to avoid the interruption of services.
