TITLE
Recommendation to authorize City Manager to execute an agreement with the City of Lakewood to maintain parkway landscape improvements located on the north side of Carson Street, between the San Gabriel River and Los Coyotes Diagonal, for a term of five years through September 30, 2011, with one five-year renewal option. (District 5)

DISCUSSION
The City of Lakewood and the City of Long Beach are interested in the beautification of a currently unimproved parkway located on the north side of Carson Street between the San Gabriel River and Los Coyotes Diagonal (Attachment A). The City of Long Beach owns the property. The parties have negotiated an agreement for the completion of necessary landscape improvements and ongoing maintenance and repairs to achieve the goal. The proposed terms and conditions of the agreement are as follows:

Location: North side of Carson Street between the San Gabriel River and Los Coyotes Diagonal.

Landscape Improvements: The City of Long Beach will be responsible for the initial landscape improvements at the defined location, including the installation of a solar-powered irrigation system. Following completion of the improvements, the City of Lakewood shall maintain the site.

Landscape and Maintenance Responsibilities: The City of Lakewood, at its sole cost, shall be responsible for irrigation, weeding, edging, trash removal, and plant replacement.

Repairs: The City of Lakewood, at its sole cost, shall be responsible for the repair of any damage. Repair response time shall be within 24 hours.

Utilities: The water source for irrigation of the parkway comes from the City of Lakewood. The City of Long Beach will pay for the water usage. The City of Lakewood will issue a monthly invoice for usage. Electricity costs are not anticipated; solar power is proposed. If site conditions interfere with continuous solar power, electrical power will be installed. The City of Long Beach will pay all associated utility costs.
