TITLE
Recommendation to authorize City Manager to execute an agreement between the City of Long Beach and the Long Beach Unified School District of Los Angeles County for the Special Education Career Education/Work Experience and Adult Community Transition Programs, to provide students with vocational instruction at Stearns Champions Park for a term of five years through December 31, 2011, with one five-year option to renew. (District 4)

DISCUSSION
The Special Education Career Education/Work Experience (CEWE) and Adult Community Transition Programs (ACT) of the Long Beach Unified School District (LBUSD), provide students vocational instruction in many settings, including groundskeeping, sweeping, raking, and trash pickup. The students enrolled in these two programs are moderately to severely developmentally disabled and range in age from 14 to 18 years old (CEWE) and 18 to 22 years old (ACT). Both programs teach skills that enable the students to increase their abilitities towards working and participating in the community.

The LBUSD has requested access to Stearns Champions Park for the purpose of providing instruction to CEWE and ACT students. LBUSD would like a five-year agreement to synchronize the timing of the City's agreement with LBUSD's CEWE and ACT contracts. The terms of the proposed agreement are as follows:

Site and Use: The faculty and students from CEWE and ACT will be granted access to Stearns Champions Park, located at 4520 East 23rd Street, for the purpose of providing and receiving vocational instruction in groundskeeping, sweeping, raking, and trash pickup. The access granted will be at dates and times mutually agreed upon by the Department of Parks, Recreation and Marine and LBUSD. While the City may supply materials and equipment for projects, if requested, it is not obligated to do so.
