TITLE
Recommendation to authorize City Manager to execute and amend, as necessary, an agreement with the Fair Housing Foundation to provide services to prevent housing discrimination and address impediments to fair housing choices with an estimated total funding amount of $85,000. (Citywide)
DISCUSSION
Each fiscal year the City Council has appropriated funds to address housing and community development needs, including housing discrimination and impediments to fair housing choice, as required under Title I of the Housing and Community Development Act of 1974.
The Fair Housing Foundation (FHF) has submitted an appropriation request, information on its planned activities for the FY 2006 - 2007, and a budget to be used to provide programs and services toward the elimination of illegal discrimination in housing and the elimination of impediments to fair housing choices. The Fair Housing Foundation has provided these services for the City since 1964.
The term of the agreement shall begin on October 1, 2006 and end on September 30, 2007. The agreement only governs services provided to the City of Long Beach residents and persons seeking housing in the City. Attached is a summary of the Fair Housing Foundation Goals for 2006 - 2007.
The City shall pay to the FHF an amount not to exceed the sum of $85,000 per year and the Contract may be renewed on the same terms and conditions for two (2) consecutive periods of one (1) year each upon mutual agreement between the parties.
As a condition of the Contract, the FHF shall submit invoices for reimbursement for expenses according to a schedule determined by the City. The FHF shall further submit to the City a performance report of its activities in accordance with the timeframe and content presented in the assigned schedule.
