TITLE
Recommendation to authorize City Manager to execute all necessary documents with the State of California Department of Health Services in conjunction with the augmentation of a Mosquito Control Award of $30,000 for a one-year period; and increase appropriations to the Health Fund (SR 130) in the Department of Health and Human Services (HE) by $30,000. DISCUSSION
On September 6, 2005 the City Council authorized a Mosquito Control agreement of
$142,350 for the period of one year with the State of California Department of Health
Services to enhance and expand mosquito control for the residents of the City of Long
Beach. These funds were expended specifically to reduce the risk of West Nile Virus
transmission to Long Beach residents. There are several areas in Long Beach requiring
enhanced control, including the Los Angeles River, the Harbor and Sims Pond.

Recently, the Department of Health & Human Services was notified of a $30,000
augmentation to the original award, covering the same time period. The purpose of the
additional funds is the purchase of one Ford F-I 50 truck and vector control equipment.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on, June 12,
2006, and Budget Management Officer David Wodynski on June 12,2006.

TIMING CONSIDERATIONS
City Council action on this matter is requested on June 20, 2006, since the funding
period ends on June 30,2006. The funds must be expended as a condition of the grant
award. If not expended, they will be returned to the State of California.

FISCAL IMPACT
The total amount of the augmentation is $30,000. An appropriation increase for this
amount is included in fhe recommendation. While this amount will cover the purchase
price, it will not cover replacement costs associated with the vehicle. The Department
will identify funding for replacement costs in future vector grant requests. Costs for fuel
and maintenance will be carried within existing vector program appropriation...
