Recommendation to extend Temporary Entertainment Permits to
August 31, 2006 for Fernando Bernabe, dba Inihaw Karaoke Restaurant; Beto Ramirez, dba Linda Lee’s Barracuda; Fusion Nutrition Inc., dba Wasabi; Mario Gutierrez and Sara Nieblas, dba Broke Ass Cantina and Grill; and Lucky Luke, Inc., dba Copa Cabana. (Districts 1,2,7,8)
DISCUSSION
Due to the reduced number of City Council meetings in June and July 2006 and the large
number of hearings, the Entertainment Permit hearings for five businesses cannot be scheduled
prior to the expiration date of their Temporary Entertainment Permits. The Long Beach
Municipal Code (LBMC) provides for Temporary Entertainment Permits to be issued, which
allow the business to provide entertainment during investigation and report preparation by City
staff. The Temporary Entertainment Permit also allows the entertainment to be observed by the
public and City staff prior to the hearing before the City Council.
The LBMC also states that a Temporary Entertainment Permit shall automatically expire 120
days from date of issuance or when the application for a regular entertainment permit is
approved or denied by the City Council; whichever comes first. For the following five
businesses, through no fault of theirs, the City has not been able to schedule a hearing on their
Entertainment Permit prior to the automatic expiration date of their Temporary Entertainment
Permit. City staff recommends extending all five Temporary Entertainment Permits to August
31, 2006, to ensure that there is not an interruption in the business prior to a hearing before the
City Council.
