TITLE

DISCUSSION
The Workforce Development Bureau (Bureau) within the Department of Community
Development and the South Bay Center for Counseling (Center) collaborated with a
consortium of community partners in the South Bay area of Los Angeles County in
response to a solicitation from the California Employment Development Department for
a Governor’s Discretionary Workforce Investment Act (WIA) grant. The Center was
notified of an award of $600,000 for the Petrochemical Career Pathway Initiative
Project. The Bureau will receive $70,000 to provide support for the Project and deliver
WIA services.

The Project targets the energy and refining sector in the Los Angeles Basin, as well as
related chemical manufacturing. Participating refineries include Conoco-Phillips, Exxon
Mobile and Valero. The Project is designed to address the need for additional process
technicians and operators created by an aging labor force and meet industry standards
for entry-level, full time employment. Services include assessment and screening,
bridge programs to enhance basic skills, college-credited Process Technician training,
paid try-out employment and placement. The Bureau will dedicate staff for outreach
and recruitment, assessment and screening, remediation, case management,
counseling, financial support, placement assistance, and follow-up services for up to 34
Long Beach area residents. It is anticipated that entry-level wages at placement will be
$22 to $23 per hour.
