DISCUSSION
The California Integrated Waste Management Board (CIWMB) provides block grants to local jurisdictions to promote the collection and recycling of used motor oil and used motor oil filters. This will be the City s twelfth Used Motor Oil Block Grant. The CIWMB requires a resolution of the City Council authorizing the grant application. The resolution also authorizes the City Manager, or designee to execute all necessary documents to carry out the purposes of the grant, if received.

The State of California allocates funds to each jurisdiction annually. The grant period runs from July 1 , 2006 through June 30 , 2009. Grant amounts are calculated on a per capita basis from a fund of at least $10 million dollars.

The City uses these grant funds to promote used oil recycling through various advertising and media outlets such as: newspaper advertisements, video productions brochures, refuse truck signs and unique giveaways distributed at Citywide events. This grant also supports our residential motor oil and motor oil filter recycling collection program.

The resolution was prepared by Deputy City Attorney Lisa Malmsten on May 3, 2006. This letter was reviewed by Budget Officer David Wodynski on May 2, 2006.

TIMING CONSIDERATIONS
city Council action on this matter is requested by May 16, 2006 in order to submit the grant application to CIWMB before the June 1, 2006 deadline.

FISCAL IMPACT
The City of Long Beach will receive approximately $123,000 to continue to fund motor oil recycling activities. The exact amount will not be known until July 2006. This amount will be deposited in the Refuse/Recycling Fund (EF 330) in the Department of Public Works (PW). Matching funds are not required.
