DISCUSSION
On July 12, 2005, the City Council approved the Thirteenth Amendment to Agreement No. 23214 with CompuDyne-Public Safety 8 Justice Inc. (CompuDyne), to upgrade the Police Department's Records Management System (RMS). This software is at the core of the Department's electronic systems and is used to manage all police reports, detective investigations, jail services, and records administration. The Fourteenth Amendment pertains to a Public Works CAD enhancement, while the Fifteenth Amendment pertains to CAD maintenance for police and fire.

City Council approval is currently requested to upgrade the police property system to include bar-coding capabilities and an interface from the Human Resource Management System to the CompuDyne Records Management System.

The Human Resource interface will connect the City's Human Resource Management System (HRMS) to the personnel module of the Police Department's RMS. Changes made in HRMS will automatically update the Police Department system. The bar-code module upgrade will provide enhanced capabilities for tracking police evidence. The upgrade will merge the report writing system with the property system and automatically transfer data. These upgrades will eliminate the need for duplicate manual data entry, streamline Police Department operations, and bring the Department's technology up to date with current best practices in the law enforcement profession.

This item was reviewed by the Deputy City Attorney Charles Parkin and Budget Management Officer David Wodynski on April 1 1,2006.
