TITLE

Authorize City Manager to execute all documents necessary to implement and administer the 2006 excursion. (Citywide)

DISCUSSION
The Department of Parks, Recreation and Marine (Department) ARISE Program is an after-school and workshop program located at Stearns Champions Park that provides recreation and socialization activities for individuals with developmental and physical disabilities, Program participants come from all over the city and surrounding areas.

The ARISE Program is designed for participants ages nine and older, who are reasonably self-sufficient and able to function in a group environment. Program activities include art, music, dance, sports, special events, and excursions. The ARISE Program conducts an annual excursion to the YMCA’s Camp Oakes for a camping experience. The YMCA requires the execution of a contract for their camping services. The services include meals, lodging, and recreational activities. Department staff also participates in the excursion, performing tasks that are not covered by the
YMCA. Their responsibilities include, but are not limited to camp recreation leadership and 24-hour supervision. This year’s visit to Camp Oakes is from May 8 to May 12.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on April 3, 2006, and Budget Management Officer David Wodynski on March 10, 2006.

TIMING CONSIDERATIONS
City Council action is requested on April 4, 2006, to enable the timely execution of the agreement for camping services.

FISCAL IMPACT
