TITLE
Recommendation to adopt a resolution authorizing City Manager to submit a grant application to the California Department of Parks and Recreation through the Land and Water Conservation Fund in the amount of $100,000 for the River Shore View Trail Project; and to execute all documents necessary to implement and administer the grant at a total project cost of $200,000. (District 2)

DISCUSSION
The Department of Parks, Recreation and Marine (Department) is requesting approval to apply for funding for the development of a trail, trailhead, and rest stop, which is an extension of the Los Angeles River Bike Trail (LARIO) and the California Coastal Trail (CCT) in the downtown area through the Land and Water Conservation Fund (LWCF). The LWCF provides federal funds for outdoor recreation amenities and is administered by the California Department of Parks and Recreation.

The River Shore View Trail (Attachment #I) is a 950-foot extension of the LARIO and CCT on the top of the jetty that separates the Los Angeles River from the Golden Shore Wetlands. The project would provide public access and serve as a trail destination to view the Pacific Ocean, the River and the Wetlands along the LARIO and CCT. This proposed extension of the trail is used as a maintenance road and is currently closed to the public. Specifically, the project consists of the development of a pedestrian and bicycle trail and trailhead area leading to a jetty overlook area. Future phases of the project that are not included in this first trail development phase may include: a monument sign, interpretive signage, landscaping, a bicycle sculpture, benches, and a
spotting scope.
