DISCUSSION
City Council approval is being requested to enter into a contract to purchase and install service bodies on 17 replacement service truck cabs and chassis that were previously purchased as part of the City’s multi-year vehicle replacement plan. The cab and chassis will be outfitted with specialized truck bodies, which may include a combination of cabinetry, racks, lighting and other equipment, The units to be replaced were manufactured in 1987 through 1996 and are used by the Department of Public Works for mobile services. These units range in age from 10 to 19 years old and are at an advanced age and managing maintenance costs and repair downtime is creating inefficiencies. The budgeted replacement cycle of service trucks is nine years.

The bid was advertised on March 1, 2006, and 50 potential bidders specializing in cab and chassis installations were notified; six are Minority-owned Business Enterprises (MBEs), four are Women-owned Business Enterprises (WBEs), and 21 are Long Beach businesses. The bid document was made available from the Purchasing Division located on the Plaza Level of City Hall and the Division’s website at www.lbpurchasinq.org. A bid announcement was also included in the Purchasing Division’s weekly update on Open Bid Opportunities, which is sent to 32 local, minority and women’s business groups. Bids were opened on March 21, 2006. Pacific Truck Equipment, Inc., of Whittier, California is the lowest responsible bidder.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on February 27, 2006 and Budget Management Officer David Wodynski on April 10, 2006.
