TITLE
Recommendation to adopt Plans and Specifications No. R-6677 for the Long Beach Boulevard Traffic Signal Synchronization Project, and authorize City Manager to execute a contract with Terno, Inc., the lowest responsible bidder, in an amount of $2,815,446. (Districts 7,8,9)

DISCUSSION
The work to be completed by this project consists of installing one new traffic signal at Long Beach Boulevard and 51" Street and traffic signal upgrades at 15 other locations along Long Beach Boulevard. These upgrades will include the installation of traffic signal communications equipment, mast arms, controller and service cabinets, indications, pedestrian signals and pushbuttons, detection, conduit, conductors, street name signs, safety lighting, miscellaneous pavement markings, replacement of nonstandard traffic signal poles and the development and implementation of traffic signal timing plans. The locations of the intersections are highlighted on the attached vicinity map.

City Council concurrent adoption of the plans and specifications and award of the contract to Terno, Inc., are recommended to expedite implementation of this project. The project was advertised for bid on January 6, 2006, and the bids were opened on January 25, 2006. Information regarding the bid and Terno, Inc., is provided on the attached contract awards document.

This matter was reviewed by Deputy City Attorney Donna F. Gwin on March 22, 2006 and Budget Management Officer David Wodynski on March 23,2006.

TIMING CONSIDERATIONS
City Council action on this matter is requested on April 4, 2006, to authorize commencement of this Public Works Project. Construction is anticipated to begin in May 2006 and should take approximately 120 working days to complete.

FISCAL IMPACT
The contract award is for an amount of $2,815,446. Sufficient funds are budgeted in the Capital Projects Fund (CP) and Transportation Fund (SR 182) in the Department of Public Works (PW). The funding sources are grants from th...
