DISCUSSION
In August 2005, Governor Schwarzenegger announced the initial actions of his Chronic Homeless Initiative. This Initiative included establishing an Interagency Council comprising State of California agency and department leaders responsible for providing services and housing for the homeless. The Interagency Council met in October 2005 to begin work on the development of a Ten-Year Plan addressing chronic homelessness. The City is engaged in a similar process. In an effort to solicit feedback from local jurisdictions, and to assess State level needs from local planning efforts, the Governor is requesting local governments which have a Continuum of Care Plan to submit names of delegates to participate in a Policy Academy. This group will work in collaboration with the State’s Interagency Council on Chronic Homelessness to draft the State’s Ten-Year Chronic
Homeless Plan. Participation in this effort will significantly assist the City in a regional
approach to‘ address local homeless issues.

It is recommended that the following individuals be appointed to the Policy Academy:
>Dr. Kevin Cwayna, Co-Chair of the City’s Ten-Year Plan Working Group; and
>Corinne Schneider, Human and Social Services Manager and local lead in the Development of the Continuum of Care and Ten Year Plan.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on March 28, 2006 and by Budget Management David Wodynski on March 28,2006.

TIMING CONSIDERATIONS
City Council action is requested on April 4, 2006 as the approvals for this appointment must be submitted to the State by April 17, 2006.

FISCAL IMPACT
